         VACAP EITC Initiative Grant Program

History

The 2006 Virginia General Assembly appropriated $230,000 in general funds (fiscal 2006-2007) to the Virginia Community Action Partnership to provide EITC grants to local organizations the provide education, outreach and free income tax preparation services to citizens who may be eligible for the Earned Income Tax Credit. Since that time the EITC grant program has grown and expanded to 28 coalitions working with over 900 volunteers.  In 2008, the General Assembly appropriated $218,500 to VACAP for the EITC Grant Program. In October 2008, VACAP awarded $218,500 to 26 coalitions.

In November 2009, VACAP awarded $218,500 to 27 coalitions.

Coalition Results

Tax Year 2008

  • 28 coalitions
  • 21,345 returns filed with over $8 million in EITC refunds

Tax Year 2007

  • 24 coalitions
  • 17,564 returns filed with over $6.2 million in EITC refunds (including over 5,200 stimulus returns)

Tax Year 2006

  • 24 coalitions
  • 11,223 returns with over $3.9 million in EITC refunds

Tax Year 2005

  • 18 coalitions
  • Over 5,600 returns with over $3.1 million in EITC refunds

Tax Year 2004

  • 17 coalitions
  • 5151 returns with over $3 million in EITC refunds

Tax Year 2003

  • 8 coalitions
  • 2600 returns with over $1.3 million in EITC refunds

Reports to the General Assembly

The Virginia Community Action Partnership is charged with reporting to the Governor and the General Assembly on its efforts to expand the number of eilgible Virginians who claim the federal EITC.  The VACAP reports to the GA are available in summary  or in full on the General Assembly website.
